Who is Cliff Maloney
Cliff Maloney is a United States political strategist, commentator, and expert in grassroots campaigning. He serves as CEO of Citizens Alliance and the founder of the PA Chase.
Cliff’s programs have knocked on over 8 million doors, hired more than 4,000 canvassers, and helped elect over 400 state legislators—all of whom pledged to not raise taxes, not vote for unbalanced budgets, and defend the Constitution.

The PA Chase Movement
In late 2023, recognizing the need for a stronger Republican ground game in Pennsylvania, Charlie Kirk called on Cliff Maloney to take action. Cliff launched PA Chase, an initiative designed to compete with Democrats’ mail-in voting strategy.
Over 50 days, 124 full-time ballot chasers knocked on 510,000 doors, increasing Republican mail-in voting from 20% in 2020 to 34.5% in 2024. This cut the Democrat mail-in ballot advantage by 1 million votes, helping deliver a crucial victory in Pennsylvania. With PA Chase, Cliff proved that liberty warriors can compete and win by executing an aggressive, data-driven ground game—one he is determined to expand in future elections.
